Mr ROCARD is one of France’s most respected political figure and in fact a young retiree: earlier this year he stepped down from his last elected mandate of Member of the European Parliament.
The respect Mr ROCARD inspires is bi-partisan. A member of the French Socialist Party, he is a permanent invitee of its “National Bureau”, its main deliberative organ. At the same time, he was chosen by Nicolas Sarkozy, to lead several high profile missions.
Earlier this year, the President of the Republic has asked Mr ROCARD to become France’s chief negotiator for issues related to the poles. During the summer, Michel ROCARD presided over the experts commission that was set in place to look into the possibility of creating in France a carbon tax. Together with Alain JUPPE, during the fall, he was responsible for identifying the amount and the areas to which the “grand emprunt” that was decided by the President of the Republic, would be spent. Research and Environment appear to be two key areas in which long term investment will be focused.
